A Place to Live is a development designed specifically to service the homeless, chronically homeless, and low-income population in the Worcester area, some of which may have physical or mental disabilities. A Place to Live will support the residents in a manner that is supportive of their efforts at re-housing and/or rehabilitation.
These are studio apartments that are fully furnished and have WIFI, a security system, card access, included parking, a 24-hour Resident Manager, a Community Room, and Laundry Facilities and private office spaces on each floor. The estimated move-in date is July of 2023.
Applicants can apply in person, online, or by mail for waitlists that are open and must provide applicant information including any preference they may qualify for.
The WHA will make accommodations to assist applicants who require assistance. No person may be refused the right to submit an application and translation services and/or writing assistance will be provided to any applicant who requests it for the purpose of completing the application. Persons with disabilities are entitled to request a reasonable accommodation. The Worcester Housing Authority provides reasonable accommodations to people with disabilities.
Once the application is submitted, it is the responsibility of the applicant to ensure that all information remains current.
Once an applicant is found eligible, the WHA will notify the applicant of the approximate time when a unit will be offered if the information is available. If an applicant is found ineligible, they will be notified via mail and given the chance to appeal.
Preferences will be given to homeless applicants. Once all preferences have been satisfied, priority will be given to income eligible applicants based on application date/time. Preferences will be provided to those that are homeless & chronically homeless, along with a local preference. The CoC will verify that they are homeless. The project will not serve its purpose if we house standard applicants or those not homeless in Worcester.
The Worcester Housing Authority will conduct a lottery for the selection of the first 24 applicants only. Applications can be submitted between December 1, 2022 and February 15, 2023. All applications received/postmarked by February 15, 2023 will be eligible for the lottery.
All applications will be entered into the Worcester Housing Authority’s software system and applicants will be notified via letter that their application has been received. Applicants will also be informed if their application is found ineligible and provided an opportunity to appeal.
The lottery will be held on March 1, 2023 at 2:00 PM at the Worcester Housing Authority’s Administrative Building located at 630 Plantation St., Worcester, MA.
The Worcester Housing Authority will notify the individuals who were selected by the lottery as well as collect all necessary documentation. If a lottery recipient cannot be certified homeless, they will be placed back on the waitlist as a standard applicant.
Eligibility requirements can be found in 760 CMR 49 Massachusetts Rental Voucher Program as well as the Department of Housing and Community Development Massachusetts Rental Voucher Program Administrative Plan. Preference will be provided to those that are homeless & chronically homeless, along with a local preference. The CoC will verify that they are homeless.
